In today’s ever-evolving technological landscape, public service digitalization is not merely a trend but a necessity. The goals and aspirations behind this global movement are clear: to enhance citizen engagement, improve operational efficiency, and foster transparency and trust within governments.
According to the GovTech Maturity Index 2022, 69 of the 198 countries studied are listed as GovTech leaders in digital public service delivery, with 46 showing “significant focus.” The remaining 83 countries have yet to break into the top two tiers, indicating a long way to go before the benefits of digitizing public services are felt globally.

The EU’s commitment to digitalization is evident in its ambitious Digital Single Market strategy, aiming to establish a unified digital market within the EU. This strategy promotes cross-border trade and the unhindered flow of data. It ensures that citizens and businesses can seamlessly access online services, goods, and content, irrespective of their location within the EU.
Breslavets notes, “The EU’s approach aligns with many of our public service projects. We develop fundamental features catering to all user categories: establishments, employees, and government. By consolidating related services into a single digital space, we reduce bureaucracy and enhance transparency and convenience in both business and social interactions.”
In the United States, the digitalization of public services follows a multifaceted journey, varying across states. Notable strides in modernization are seen at the federal level, evident in initiatives like the Federal Data Strategy and the United States Digital Service (USDS).
The Federal Data Strategy aims to unlock the value of federal data while ensuring privacy and security. It seeks to enhance data access, sharing, and usability across government agencies. The USDS, comprised of top-tier tech talent, leads government innovation by collaborating with federal agencies to design and implement digital solutions, enhancing user experiences and streamlining processes.
Breslavets acknowledges, “As the US undergoes its digital transformation, the influential force of the USDS becomes apparent, with its top-tier tech talent fostering collaboration to design and implement digital solutions. States like California stand out, showcasing remarkable advancements in digital transformation, where efficiency and user-centricity converge to redefine the government’s digital landscape.”
In the realm of technology leadership, Breslavets has positioned P2H as a frontrunner. Observing China’s strides, he acknowledges the significance of tech giants like Alibaba, Tencent, and Huawei.
Breslavets navigates unique challenges in Africa, where P2H’s projects in countries like Kenya and Rwanda showcase innovative solutions. His nuanced understanding of local governance practices and adaptability comes to the forefront, demonstrating why P2H succeeds where traditional approaches fall short.
Pinnacle of success: Project management strategy
At the core of Breslavets’ success lies a tailored project management strategy. Negotiating legal and business frameworks, addressing communication challenges, and bridging cultural gaps are challenges he meets with a creative and adaptive approach. P2H’s success is a testament to Breslavets’ ability to navigate complexities and deliver impactful results.
One of Breslavets’ pivotal achievements is evident in how P2H accelerates change by impressing government stakeholders with a platform prototype. “The first goal we helped our client achieve was to impress government stakeholders with the platform’s prototype,” Breslavets explained. “Within two months of our work with one country, a working prototype was successfully presented to the local ministry and got the green light for at least two years of further platform development.”
Once a government and all the stakeholders are on board and see early success, progress can be made rapidly, he adds. He describes the P2H product as a unique IT solution for converting designs into pixel-perfect HTML code. Clients could place their orders in the evening and wake up to the completed project the following day, providing unparalleled convenience and efficiency at the time. “With one client, we’re already rolling out more than 60 new features this year, and there are another 400-plus to add by 2030, with at least 100 of those happening next year,” he adds.
