The New York Times says that Kerry made these comments while speaking at a press conference with Russian Foreign Minister Sergei Lavrov.
He remarked that it was “extremely significant” that the first of Syria's chemical weapons were destroyed on Sunday -- mere weeks after the UN Security Council passed a Russian-brokered resolution unanimously which gives the international community the legal framework in which to dismantle Syria's chemical weapons arsenal.
Kerry added that, “It is a good beginning, and we should welcome a good beginning.”
Voice of America News also quoted Kerry giving credit to Assad's regime for complying with the international community when he said, “I think it's also credit to the Assad regime for complying rapidly as they are supposed to. Now we hope that will continue. I'm not going to vouch today for what happens months down the road, but it's a good beginning. And we should welcome a good beginning.”
