“We are in the middle of talks about nuclear proliferation and reining in Iran's programme, it is a really tough negotiation I will tell you," the top US diplomat told staff from the US embassy, praising the Vienna-based IAEA for the "central role" it has played "all over the world in holding people accountable.”
