Global investment in AI infrastructure has reached a record $200 billion, as nations race to build the computational power needed to remain competitive in the artificial intelligence revolution.
A recent study by TRG Datacenters compares AI power distribution across the world to identify the world’s most AI-dominant countries of 2025. This research focused on AI supercomputing power, but also looked beyond hardware, taking into account AI company activity and workforce, and government readiness for AI.
The main data for this study comes from the Epoch AI Supercomputers dataset, as one of the most detailed sources on global AI infrastructure. The research also includes information on the AI workforce share, the number of AI companies in the country, and the government AI readiness index. The final list is ranked by total AI supercomputer power.
The output reveals that the U.S. retains the title of the most AI-dominant country in 2025, outperforming every other nation with the AI computer power and the highest total power capacity at 19.8K megawatts (MW). Also notable is China, which has the most data centre clusters in the world, with 230.

At the top of the list, the U.S., with a total AI computer power of 39.7M H100 equivalents, a standardized measure of the NVIDIA H100 chip, marks the gold standard in high-performance AI processing. The U.S. also has the highest power capacity at 19.8K megawatts (MW), showing that the country has the energy necessary for AI development.
The United Arab Emirates is second among the top AI-dominant countries, with a total computer power of 23.1M, over 10M below the U.S. The country has over 188K AI chips and a total power capacity of 6.4K megawatts. The AI readiness index here is a little lower than in the U.S., at 70.
Saudi Arabia outperforms many other AI competitors with a third place and AI computer power of 7.2M. The country has more data center clusters than the UAE, and the workforce in Saudi Arabia is using AI more, with 2.2% engagement. At the same time, Saudi Arabia falls behind the UAE with 2.4K megawatts of total power capacity and only 54K AI chips.
South Korea ranks fourth, at 5.1M H100 equivalents. The country has more clusters than Saudi Arabia and has a higher power capacity, reaching 3K megawatts. South Korea also leads in workforce engagement with AI, with approximately half of the workforce using it in one way or another.
France is fifth in the ranking of the AI-dominant countries of 2025, with a total AI computer power of 2.4M, less than half of South Korea’s AI computer power. France stands out with 18 data center clusters, more than in South Korea or Saudi Arabia, and with the second-most A chips in the world, following only the U.S.
In sixth position is India, with an AI computer power of 1.2M. The country has more AI chips than Saudi Arabia or the UAE, with 493K, the third-highest in the ranking. There are 8 clusters in India, and the country has a total power capacity of 1.1K megawatts.
China takes seventh place, with 400K H100 equivalents, one-third of India’s computer power in AI. The country has the most clusters in the ranking at 230, but it still trails behind smaller countries, with 289 megawatts of total power capacity. China also has the third-most AI chips, with 629K, getting ahead of India and the UAE.
The UK and Northern Ireland hold the eighth spot, with an AI computer power of 120K. The total power capacity here amounts to only 99 megawatts, the second-smallest number in the top 10. At the same time, the UK and Northern Ireland have the second-most AI start-ups (in available records) with 4.7K active companies.
Finland is ninth, managing AI computer power of 72K. The total power capacity for AI in Finland is a bit bigger than in the UK and Northern Ireland, with 110 megawatts, but there are fewer clusters. Finland also has more AI chips, with 82K.
Germany rounds up the top 10 of the top AI-dominant countries of 2025, with 51K in AI computer power. There are 12 data center clusters here, 1 less than in South Korea, but the country has a very limited AI power capacity of 25 megawatts.
