OTTAWA (January 15, 2002) – Prime Minister Jean Chretien carried out his major cabinet shuffle ever indicating that, after eight years in office, he’s still firmly in charge and doesn’t plan to retire. “I had a walk in the snow last night and I’m staying,” he said, referring to the famous quote by Pierre Trudeau just before he decided to step down.
“The new team I am presenting today is a mix of new faces and seasoned veterans, said Jean Chretien. “I look forward to leading this new cabinet team in the coming years as we move ahead with our agenda for a prosperous and inclusive Canada in the 21st century. We have accomplished a lot so far in this mandate. But we still have a lot of work to do. And I look forward to rolling up my sleeves and getting it done.”
The Prime Minister also announced that Her Excellency the Governor General has elevated the Honourable Herb Gray to the highest title that can be given to holders of public office in Canada, that of “Right Honourable”. Mr. Gray is leaving Cabinet to become Chair of the Canadian Section of the International Joint Commission. The Prime Minister expressed his profound appreciation for Mr. Gray’s illustrious career of service to Canadians and his exceptional contribution to the political life of the country. Mr. Gray replaces Mary Gusella who has been appointed Senior Advisor to the Privy Council Office.
The Prime Minister also expressed his gratitude to: The Honourable Brian Tobin for his contributions as Minister of Industry.
The Prime Minister welcomed the following new members to the Ministry: The Honourable William Graham as Minister of Foreign Affairs; The Honourable Susan Whelan as Minister for International Cooperation; The Honourable Gerry Byrne as Minister of State (Atlantic Canada Opportunities Agency); The Honourable Maurizio Bevilacqua as Secretary of State (Science, Research and Development); The Honourable Paul DeVillers as Secretary of State (Amateur Sport) and Deputy Leader of the Government in the House of Commons; The Honourable Gar Knutson as Secretary of State (Central and Eastern Europe and Middle East); The Honourable Denis Paradis as Secretary of State (Latin America and Africa)(Francophonie); The Honourable Claude Drouin as Secretary of State (Economic Development Agency of Canada for the Regions of Quebec); The Honourable John McCallum as Secretary of State (International Financial Institutions); and The Honourable Stephen Owen Secretary of State (Western Economic Diversification)(Indian Affairs and Northern Development).
The Prime Minister also announced the following changes of responsibilities: The Honourable Ralph Goodale, who was previously Minister of Natural Resources, becomes Leader of the Government in the House of Commons, while retaining his duties as Minister responsible for the Canadian Wheat Board and Federal Interlocutor for Métis and Non-Status Indians; The Honourable John Manley, previously the Minister of Foreign Affairs, becomes Deputy Prime Minister and Minister of Infrastructure and Crown Corporations, as well as Minister with political responsibility for Ontario; The Honourable Anne McLellan, who was Minister of Justice and Attorney General of Canada, becomes Minister of Health; The Honourable Allan Rock, previously the Minister of Health, becomes Minister of Industry; The Honourable Martin Cauchon, who was Minister of National Revenue and Secretary of State (Economic Development Agency of Canada for the Regions of Quebec), becomes Minister of Justice and Attorney General of Canada, as well as Minister with political responsibility for Quebec; The Honourable Don Boudria, who was Leader of the Government in the House of Commons, becomes Minister of Public Works and Government Services; The Honourable Herb Dhaliwal, who was Minister of Fisheries and Oceans, becomes Minister of Natural Resources, as well as Minister with political responsibility for British Columbia; The Honourable Claudette Bradshaw, Minister of Labour, takes on the additional duties of Secretary of State (Multiculturalism)(Status of Women); The Honourable Elinor Caplan, previously Minister of Citizenship and Immigration, becomes Minister of National Revenue; The Honourable Denis Coderre, who was Secretary of State (Amateur Sport), becomes Minister of Citizenship and Immigration; The Honourable Robert Thibault, who was Minister of State (Atlantic Canada Opportunities Agency), becomes Minister of Fisheries and Oceans; The Honourable Rey Pagtakhan, previously Secretary of State (Asia-Pacific), becomes Minister of Veterans Affairs; and The Honourable David Kilgour, previously Secretary of State (Latin America and Africa), becomes Secretary of State (Asia-Pacific).
