Austin Area Plumbers Support City of Pflugerville's Line Maintenance Department

The City of Pflugerville Line Maintenance Department is responsible for wastewater that flows to Texas wastewater plants/facilities and lift stations, with many area plumbing services companies like Mr Rooter Plumbing of Austin showing full support for the efforts to combat sewer backups and blockages. Austin area residents who are experiencing backups or blockages are being encouraged to call the City of Pflugerville's Line Maintenance Department as a first responder tactic.

"On a double service wastewater line that serves two homes and that connects to wye or multiple wyes, the City is responsible for the lateral pipe from the bottom of the last wye fitting leading to the main," explains Brett Bidwell of Mr Rooter Plumbing. "The City is also responsible for the common cleanout pipe attached to the top most wye fitting if installed; the responsibility of each wye is the property owner's, and is determined by which one they connect to the city lateral with. In the case of two property owners being connected to a double wye fitting, the fitting is shared between them, with each property owner responsible for their half of the fitting that allows them to connect to the city lateral."

Bidwell also states that on the single service lateral line, the City is responsible for the main and tap only, as well as for the common cleanout pipe if one is installed. The property owner is responsible for the connection of the wye to the property line, and if the single service line extends into and/or across the street, the City is responsible for the line under the street extending from the main to the edge of pavement or front of curb at the customer property. Bidwell and other Austin area plumbing experts note that when the City responds to a stoppage, and upon arrival the line(s) is/are not backed up, the City will only perform a preliminary investigation and will not unclog, clear or jet the line.

"We always stress to property owners that they should arrange for a cleanup of the property as soon as possible to minimize damage and negative health effects," adds Bidwell. "There are qualified businesses throughout the greater Austin area that specialize in this type of cleanup, given that the City will not perform any work on private property. It is also important to note that if the City crew excavates any private lateral line within a public utility easement and the problem is determined to be the property owner's responsibility, the property owner must have a licensed plumber - such as Mr. Rooter - present to repair the line."

A senior representative of the Line Management Department was quoted as saying, "There are a number of things homeowners should remember to do when experiencing a sewage issue, starting with calling the City to determine where the responsibility lies. From there, property owners are encouraged to check their cleanouts, and if a plumbing services company films their line, to call the City so that a representative can be requested to watch the filming live onsite - or to have a plumber record the footage and burn it to a DVD for further review.

"It's also a good idea for a plumber to mark the spot where the blockage is first encountered."
