Goldman Sachs announces income declined by 83% in second-quarter

But two years after Dodd-Frank was passed, the Securities and Exchange Commission (SEC) has not yet implemented the rule or initiated the rule-making process. Business groups have opposed the rule, while advocates for corporate reform have pressured the regulatory agency to work quickly.
