An Ontario couple who launched a case arguing that nearby wind turbines devalued their waterfront home and should be a factor in their property assessment has lost the challenge.

Windsor holds liens on 117 properties because of significant tax arrears. That's more than three times the number on the list last year.

For the fourth consecutive year, property owners in Windsor will not have to swallow a tax hike as part of the annual budget.
