A man convicted of manslaughter in the deaths of four RCMP officers near Mayerthorpe, Alta., was denied parole at a hearing Wednesday.


In January 1987, Andrew Kay gunned down RCMP officer Gordon Kowalczyk on a highway outside Calgary. On Thursday, Kay was denied parole after serving 25 years in prison for the crime.


The parliamentary budget officer estimates that changing the rules for conditional sentences could cost taxpayers an additional $145 million because of increased parole reviews and prosecutions resulting in trials.

A California parole board denied mass murderer Charles Manson parole today in a hearing. This was the 12th time Manson has been denied parole over the years.
Charles Manson, one of America's most notorious inmates, has been refused parole by a prison panel in California.
