According to a report from Raw Story Rivera had finished cleaning and waxing the officer's car when Hinkley came around with a McDonald's bag which he said contained fries. Allegedly the officer told Rivera "Here's your food," before keeping the bag away from him. Shortly after Rivera reportedly ran away when the officer fired up his taser stating that he had not put enough "tire shine" on the wheels.
When other authorities heard about the incident Hinkley immediately went into administrative leave for his actions. Inmate abuse is something cities have tried to correct for years, most recently the City of Denver paid out $3.25 million to make up for abuses in its system. Part of this drive comes from media attention and the other section comes from the fact that abuse does happen.
At the same time tensions are rising between officers and inmates leading to incidents that are "all about the body count." Increased incarceration was part of a call for American officials put tougher restrictions on crime. Now after a few years of increases in incarceration a casual search will show you not dozens but hundreds of articles saying that prisons and raised incarceration rates do not make us safer.
While it is clear that the general media consensus is that the American prison system has failed readers should check the evidence on both sides. Some assert, especially within law enforcement, that tougher enforcement did actually lead to this drop in crime.
