The blast happened near a school and Syria's central bank, BBC News reports.
The blast is the latest in the series of car bombs to hit Damascus within the last several weeks. The last explosion occurred on February 21 when a suicide car bombing near the ruling Baath Party headquarters killed 53 people and wounded over 200.
At least 70,000 have now died since the uprising against President Bashar Al-Assad began just over two years ago.
The explosion came just as UN Secretary General Ban Ki Moon said inspectors were ready to investigate the alleged use of chemical weapons in Syria. According to The Associated Press, the UN chief had announced that inspectors were ready to deploy within 24 hours, but had not yet received permission from Assad's government.
Speaking at the Hague, Ban Ki Moon said these reports would be examined "without delay, without conditions, and without exceptions," BBC News reports.
Monday's suicide bombing is being considered a terrorist attack and it is believed children could be among the casualties.
