UK woman receives first nationwide alcohol ban

A 20-year-old woman from Bromsgrove, Worcestershire has become the first person in UK history to receive a nationwide alcohol ban.

Using laws introduced in September 2009, Kidderminster Magistrates Court have issued Laura Hall with a nationwide Drinking Banning Order or DBO. The order not only bans Hall from drinking alcohol in public or entering any licensed premises in England or Wales but also bars her from buying alcohol for two years. Hall must also complete an alcohol misuse course and, if she breaches the conditions of the DBO, she will face a £2,500.00 fine.
Hall, who is already barred from many local bars, pubs and nightclubs in her home town of Bromsgrove, was initially issued with a court-ordered ASBO, or Anti-Social Behaviour Order, in response to alcohol-related offences. Although an ASBO bans a person from specific threatening or intimidating actions and is constructed with the offender's previous behaviour in mind, Hall continually breached the terms of hers prompting frustrated police to request the first nationwide DBO.
Sergeant David Roberts of West Mercia Police confirmed this was the first time a nationwide DBO had been issued and explained It bans Laura Hall from drinking or buying alcohol in any licensed premises across England and Wales. The conditions will also help to protect the public from the anti-social effects of Laura's behaviour.
While Sergeant Roberts also stated that he believes the ban may enable Hall to address her problems with alcohol and get her life back on track, Licensing Officer for Redditch and Bromsgrove, PC Neil Sharpe, hopes the ban will act as an example to others.
However, the potential success of the order is already in question. Rachel Seabrook, of the Institute of Alcohol Studies, queries how enforceable the DBO will be in reality, asking, How can a police officer in, say Wales, know whether this women has been banned if she turns up in his town?
