George W Bush's administration has instituted a cost reduction process in the State Department's Rewards for Justice Program, and the State Department insists the reduced reward is intended to increase the likelihood of Mari's capture.

The rationale behind the reduction appears to be a failing grade as assessed by the Bush Administration regarding Masri's ability to lead a War of Jihad against the elected government of Iraq and the Multinational Force fighting in Iraq.

The inability of Masri to maintain an effective presence in the fight against the concept of freedom for Iraq is the apparent reason for the failing grade. No mention of the parameters for the poor grade were mentioned in the press release, but it may be presumed the ongoing battles in Sadr City and Mosul have not gone well for the villainous and scurrilous hate mongers of Al Queada in Iraq.

Capt. Jamie Graybeal, a spokesman for U.S. Central Command, said the military considers intelligence and other factors on a recurring basis to re-evaluate the reward levels for those on wanted lists, at times adjusting up or down the dollar values it has placed on individuals.

The current assessment on Masri is that he is not as valuable as he used to be, he said.

"The value of this guy is not what it was, say, at this time last year," Graybeal said in a telephone interview from the commands headquarters in Tampa, Fla. with the AP


The yard sale price for Masri is perhaps a harbinger of more cuts to come for other AQ personnel, Osama Bin Laden who has not been seen in several years and has only been able to release audio tapes in what appears to be scripted press releases may be the next in the 'Sale Bin', since it appears OBL has no high level command structure worthy of note left either in Afghanistan or Iraq.

Most of the AQ action most recently outside Iraq, has been on a much smaller scale and is centered in both the Sudan region and Indonesian areas of conflict.

And as far as the reduction in price leading to a greater chance of Masri being captured? That's why the State Dept. is not called the Intelligence Dept.

The reduced price for Masri also reflects a substantial cost savings in the War on JIhad should Masri actually be captured instead of simply being brought to room temperature by fighting in the area.
