Chinese Parents Can Now Regain Custody Of Daughter They Gave Up To Foster Care 8 Years Ago - Is This Right?

They claimed financial hardship 8 years ago and placed their one month baby daughter in foster care. They have just been given full custody of the girl, now in 2nd grade.
A judge has ruled that Shaoqiang and Qin Luo He will see daughter Anna Mae on March 15 for the first time in seven years, having granted full custody to the couple.
The little girl has lived with an American couple, Jerry and Louise Baker, since the age of 1 month. They had tried on several occasions to adopt the child, but her biological parents objected.
The judge has appointed a legal guardian and lawyer representing Anna Mae to oversee the reunion. The first visit will be for two hours under the direction of a court-appointed psychologist.
The psychologist and the legal guardian will then suggest a schedule for further meetings.
There's no timetable for the reunion transition to be completed.
This story just absolutely breaks my heart. Personally I feel that if these Chinese people truly loved their child they would allow her to remain in the only home with the only people she has ever known as "mommy and daddy". I can understand them wanting to be able to see her and visit her, but to seek full custody is just cruel in my opinion.
