Op-Ed: HoR unlikely to vote on Monday as new Libyan GNA in limbo

The discussions between the GNA nine-member Presidency Council and members of the Libya Dialogue appear to be in disarray. One of the deputy-prime ministers designate, Fathi Majberi, walked out of the discussions. Faiez Serraj the prime minister designate of the GNA canceled his planned trip to the Munich Security Conference. A number of members of the Libyan Dialogue have apparently left Skhirat believing that it was pointless to stay.

Majberi suspended his membership in objection to the manner in which the ministerial portfolios were being distributed. A member of the rival government the General National Congress(GNC) who had signed the Libyan Political Agreement(LPA) in December in Skhirat, Shaban Sitta said that it is unlikely that the government formation would be announced either today or Sunday the second deadline for the announcement. However, Sitta noted: “Endeavors are underway to convince Al-Mijibri to refrain from his decision; and to push all members to a consensus as regards their dispute because, until now, the PC has not reached a common thread about any ministry in the new cabinet formation.” Majberi is the second member of the Presidential Council to leave the meeting.

On Thursday, Ali Al-Gotrani, a supporter of Haftar and his Operation Dignity, rejected the voting mechanism of the Presidential Council and boycotted the meetings. He stressed that the outcome of the voting will not be endorsed by the HoR since he claims that it eliminates Cyrenaica. Cyrenaica is a name for the eastern region where most of the HoR territory is located.

To make matters even more complicated in Libya there are protests against the group who are attempting to draft a new constitution, the Constitutional Drafting Assembly. A legal group protesting in Tripoli issued a statement that said in part: “We suspend our communication with the Constitution Drafting Assembly after they violated the independency of the Libyan judiciary in the forthcoming constitution, not to mention that they also ignored all the recommendations in favor of the greater good of the country.” Cyrenaica federalists also protested against the draft constitution in the eastern city of Benghazi. Some groups including the southern Tuareg and Tebu tribe members have boycotted the meetings of the Drafting Assembly because they claim that the rights of Libyan minorities are being ignored. The foreign powers who are pushing for the formation of the GNA may decide to go ahead with a military intervention to fight the Islamic State even without the Government of National Accord to ask them in and provide justification for their intervention.
