Toddlers chained, bound, ignored in Texas home; police rescue 8

A neighbor called police to tell them one or more children in the backyard of the home was crying and had been doing so for two hours. When officers arrived they initially could not find anyone home but they continued to investigate. What they found, a police spokesman said, was “horrific.”

“Our deputies arrive to the house, they knock on the front door (but) no one answers,” James Keith of the Bexar County sheriff’s office told media. “They go to the backyard, they get a ladder to look over the fence and that’s where they see the two toddlers.

“The little boy was chained to the ground,” he added. “The little girl was tied up with a dog leash to a door. It was obvious they had both been there a while. There (were) obvious signs of abuse.”

Both were taken to hospital and treated; the little girl had a broken arm; the boy is two, the girl is three and they are believed to be siblings.

Unsupervised children

But that was not all officers found. Inside the home they found six more children, ranging in age from 10 months to 13 years. They, too, appeared to be suffering from neglect.

Eventually two adults arrived home whom police say are the parents of the six kids found in the home, but not of the two restrained toddlers found outside. The adults did not come home at the same time and officers were able to confirm the father had been at work. The mother is pregnant with her seventh child.

Police say that the mother of the six appears to have been responsible for the two outside and her own children, though she claims she did not restrain them. Police are looking for the parents of two toddlers from the backyard. Meanwhile, they have charged the mother of the six children, Porucha Phillips, 34, with two counts of injury to a child by omission.

Phillips is being held in a county jail. The police did not release the name of the father of the six kids and it is unclear if he, too, will be charged. All of the children are now under the care of state child care workers.

“It is sickening,” Keith told local media. “To call this horrific would be an understatement.”
