Surrey shooting victim was nephew of NDP MLA Harry Bains

Spate of shootings since March 9

Residents in the 88th Avenue and 126th Street neighbourhood in Surrey heard the shots and called police, who found Bains on the street. He was rushed to the hospital but pronounced dead shortly after his arrival.

His death has been linked by the RCMP to a spate of shootings in Surrey and North Delta in a little over a month. There have been some 23 shootings in the area since March 9.

This is the first to produce a fatality.

RCMP say they have not been getting any cooperation from those who have been shot and survived and they believe a turf war is endangering the public. In a news release Sgt. Dale Carr, a spokesman for the Surrey RCMP, said they fear the death of Arun Bains, known to them as a low-level drug dealer, may spark a “retaliation incident.”

The RCMP say they believe the turf war is largely between two groups, one of South Asian descent and the other of Somalian descent. They have released names of some of those who were shot and survived in an effort to “further our investigative efforts.”

Officers have tried to convince some of the participants that the warring must stop, even reaching out to and meeting with the parents of many of those involved.

“We are appealing to those involved in this ongoing dispute to not take any more lives and to understand that this is more than gunplay, it’s murder,” Sgt. Carr said.

He added they “have a significant number of resources investigating the recent shootings” but said they are seeking information on this shooting, the others and on what is transpiring between the warring groups.

“Now more than ever, we need assistance from the community,” he said. “We need you to come forward with any little bit of information you may have before another young person is killed.”

The city of Surrey, the Surrey School district and the RCMP have organized a community anti-violence meeting on Tuesday evening, April 21 at Tamanawis Secondary School at 12600-66th Ave. at 7 p.m. People will be able to express their concerns and learn more about the situation.

“We understand that the community is very concerned,” Surrey Mayor Linda Hepner said. “We would like to provide an opportunity to discuss the violence that is happening, what the police are doing and what the community can do.”

The dead man was the son of Harry Bains’ brother. A car riddled with bullets was found at the scene of the shooting.
