Centerville - Randall Charlton III and Melissa Becker waived their rights to a preliminary hearing and will be tried for allegedly tattooing a girl, 12, without the consent of her parents.
Charlton, 33, and Becker, 30, appeared in separate proceedings yesterday before Magisterial District Judge Amy Nichols. Both waived their rights to preliminary hearings and will be tried on a variety of child abuse related charges after it was alleged a 12-year-old girl was tattooed in their home.
According to court documents, the girl was visiting a friend and spending the night at the couple's trailer on May 14. During the evening, the girl asked Charlton if she could get a tattoo. She told the 33-year-old that her mother said it would be okay to get one.
The affidavits are unclear whether it was Charlton or Becker who actually tattooed the girl. The 12-year-old had a smiley face tattooed on her left forearm and above the smiley face was the word "bitch." According to the girl, Charlton operated the power supply to the tattoo gun while Becker did the actual tattoo.
Under Pennsylvania law, children under 18 can only be tattooed if parental consent is given. Charlton allegedly confessed the girl's mother had not given her consent.
Charlton faces charges of aggravated assault and endangering the welfare of a minor. Becker was charged with endangering the welfare of a minor, corruption of a minor, tattooing a minor, and assault.
Charlton is a registered sex offender. He was convicted in 2000 of sexual battery and has two previous convictions in Ohio for failing to notify authorities of his address.
Upon conviction, Charlton is facing a prison sentence of 33 years and fines of $50,000. Becker could receive a sentence of 13 years in jail and $25,000 in fines.
Charlton remains in jail on a $20,000 bond. Becker has been released on bond.
