Dogs found with eyes and mouths duct-taped shut safe at shelter

Thanks to the tip of a passerby on Tuesday, three dogs have been surrendered by their owner and are now in an animal shelter.

A woman walking to a nearby fish hatchery and was disturbed by a sound. “I heard this very strange, muffled, growl-bark,” said the woman, who asked not to be identified. “I jumped and I screamed.”

She took a closer look at the back porch and saw three dogs — a German shepherd and two hounds — with their muzzles taped shut. They were chained to the wall, surrounded by feces. There was no food or water, she said.

“What made it even worse is I saw their eyes were duct taped shut,” she said.

The woman took a picture of the dogs and contacted the McCormick County Sheriff’s Office.

Police found the dogs on the back porch of a home in rural McCormick County. The deputies removed the tape and checked on the dogs, but couldn’t find a shelter with room to take the animals.

The Humane Society of the United States on Wednesday worked to find them a safe place. Then, a local SPCA agreed to make room for the dogs at the no-kill shelter.

On Thursday, the dogs’ owner Alton John Manley agreed to give up the dogs and they were off to the refuge. Manley denies any wrongdoing. According to media reports, Manley claimed he taped the dogs muzzles to keep them from barking.

The CEO of the Albrecht SPCA, Barbara Nelson, told HLN that the dogs seem to be in good spirits and physically healthy.

“It’ll just take a short time period to get them ready to adopt,” she said. “They’re happy dogs. ”

Nelson said the dogs will also undergo the shelter’s Fido University program, which teaches self-calming techniques and helps dogs relate to people, according to ABC News 4.

Sheriff’s officials charged Manley with animal cruelty on Friday.
