beggar is a destiny or profession?

we can find a lot of beggars on every street in jakarta. they will be more when it is hollyday such as idul fitri, ramadhan the fasting month, and others. every year their number increases in the big city especially in jakarta. they can be children, phisically challenge persons, old man or woman.jakarta's government has tried a lot of effort to overcome these problems. infact they are well organized, and they are paid monthly or based on commission. they can earn rp 3,000,000 or morea month. some people can earn more than rp 6, 000,000 a month. they are very wealthy persons in their own village. they have fancy houses, lands, cars, savings or deposite in the bank.this reality has shocked other people who have legal profession and who have done the hard work but they still earn less and cannot support their own life sufficiently. this very phenomnal profession has attract otehr people to do the same thing being a beggar, an easy job, unsweating job produce veryy good income because indonesia havenot had any regulation yet to solve the beggar.
