According the
CBS News, the U.S. Department of Homeland Security has issued a memo "
noting procedures to be followed if the swine flu outbreak eventually makes quarantines necessary".
"The Department of Justice has established legal federal authorities pertaining to the implementation of a quarantine and enforcement. Under approval from HHS, the Surgeon General has the authority to issue quarantines."
The "swine memo" outlines how BATF, FBI, and U.S. Marshals will be called upon to impose mandatory quarantines, and forcibly detain Americans.
In 2005 U.S President George W. Bush, signed
Executive Order 13375 which amended a previous order to include;
‘‘(c) Influenza caused by
novel or reemergent [sic] influenza viruses that are causing,
or have the potential to cause, a pandemic.’’.
NOTE -This is occurring at the same time that Mexico has actually lowered the death toll from Swine flu
from 20 to 7.
