What is the Toronto Star's fascination with terrible photos of the mayor?

Whether you like Rob Ford or not, the Toronto Star is a major news outlet in the city and not a tabloid-esque publication. Every time I go on there to read a story on the mayor, I find awful photos of Ford. Whenever I go to the Globe and Mail, National Post, Sun, etc. I never see these godawful images. I've seen alternative outlets and minor websites publish better photos. Check this latest story right here. If it is removed by the time you check it out, it's a story on the province refusing to give money to Toronto for its transit.
