New feature: 2-Step System For Rating Posts Down

Our goal was to maintain the current simplicity and look, while at the same time add a feedback mechanism to help explain the reasons why users chose to vote your post down. When you click to rate an article down you will be prompted to say why you think this post deserves to be rated down.
There are three selections for negative votes:
(1) The article is a duplicate
(2) Too much content is copied and pasted from the source
(3) The post seriously lacks content
Anyone can click on the rate down button to show the reasons for which people rated this post down.
