Dad, allegedly, tattoos 'daddy's girl' on teenage daughter

Richland - A father, 39-year-old Victor Shane Scroggins, has been arrested. He is accused of tattooing his daughter, 14, last October. The tattoo reads 'daddy's girl'.
Richland County man, Victor Shane Scroggins, 39, turned himself into police Thursday morning and was promptly arrested. Scroggins is accused of the tattoo of a minor, unlawful neglect of a child and not having a required certificate reports WYYF4. The minor is his teenage daughter.
The tattoo on his teenage daughter's wrist says "Daddy's Girl" and includes a Browning, arms company, logo. Police were tipped off that Scroggins had tattooed his daughter, and possibly others, without a license from the Department of Health and Environmental Control.
Police investigations are underway and officers involved in the case have appealed for any person who may have received a tattoo from Scroggins to come forward, and contact the Richland County Sheriff's Department.
Richland County Sheriff Leon Lott stressed to KFVS that the matter is not to be taken lightly, as tattoos often cause infections, reports the Huffington Post.
There is no suggestion that the teen was forcibly tattooed but she is of course underage. Recently we reported on the Dad that forced his daughter to wear an embarrassing T Shirt for breaking her curfew.
We are left wondering, what is wrong with these men?
