The balustrade was on the stairway of a local government building.
The firefighters used hydraulic spreading pliers, while shielding the boy's head from falling debris, to expand the gap and release him.
The poor boy was rather emotional after his experience, but was luckily none the worse for wear. He probably learned a valuable lesson in the incident - don't stick your head where it shouldn't be.
