Bronx - An off-duty rookie NYPD officer was arrested on charges of drunk driving and vehicular manslaughter after he struck and killed a 22 year-old man walking through the Wakefield area of the Bronx this past Wednesday morning.
Luis Arnao, 25, a rookie police officer with the New York City Police Department has been charged with Driving While Intoxicated (DWI) - also commonly referred to as Driving Under the Influence or DUI - and vehicular manslaughter for allegedly striking and killing pedestrian Tyre Chisholm, 22, this past Wednesday morning.
Police said as Chisholm was crossing White Plains Road in Wakefield at East 241st Street at 4 a.m., Arnao slammed into him.
"He got hit hard," said Devine Douglas, 45, a livery driver in a statement to the New York Daily News. "He flew up in the air. His shoes flew off with his socks still in them."
Douglas also told the Daily News the driver "was definitely speeding. He kept going, but turned around and came back."
After the accident, emergency medical personnel first rushed Chisholm to Montefiore Medical Center, then to Jacobi Medical Center, where he died.
Police say Chisholm was walking home from a late night party when Arnao mowed him down.
It was not immediately revealed what Arnao was doing or where he was coming from at the time he was alleged to have struck Chisholm.
According to CBS channel 2 news, Chisholm was originally from the Bronx but was living with his mother in Atlanta until a few months ago when he came back with ambitions of becoming a teacher.
Chisholm's mother came up from Atlanta to be with other family members as they made funeral arrangements.
Arnao is a 25 year-old patrol officer who was assigned to Patrol Borough Bronx. He was sworn into the police force in July 2010.
The New York Post reports Arnao's blood-alcohol content level was .07, higher than the New York State limit of .05 .
Hours after the incident, Arnao was arraigned in Bronx criminal court and was charged with vehicular manslaughter, criminally negligent homicide, and operating a motor vehicle while intoxicated.
Arnao has been suspended from the police force with pay and is free on a $20,000 bail.
