Bugojno - Police in Bosnia said that they have identified the girl who was filmed throwing six puppies into a river one by one. They have not released her age or name.
Bugojno police stated that the girl, who is reportedly a juvenile, was found through leads provided by animal protection groups in the country.
A fine of up to 5,000 euros ($6,400) can be laid for animal cruelty, under a new animal protection law.
"It is a mirror of society and the fact that young people are doing such things shows how they have been raised," The Telegraph quoted Velimir Ivanisevic, head of the Sarajevo-based animals group SOS, as saying.
He said his organisation had information indicating that the girl is from Bugojno and the video was made by her brother.
He added that only a few of the many cases of cruelty to animals are reported in Bosnia.
The video of the puppies being tossed into the river upset people around the world after it was posted online.
The video shows a blonde girl picking the crying puppies out of a bucket, one by one, and throwing them into the water.
