A 37-year -old waitress at a strip club allegedly had sex with a Rialto, California Police officer while he was on duty. Rialto Police Chief Mark Kling placed four officers on paid administrative leave pending investigations of alleged misconduct.

reported the woman is Nancy Holtgreve. She said she had sex with Officer James Dobbs three times last year at the Rialto Police Benefit Association's union building. She met him in 2007. She said she and her co-workers after shifts frequently met Dobbs and other officers at a 24-hour restaurant in the city. According to Holtgreve the sex took place after she clocked off work in the early morning and while Dobbs was on duty for the department.
Holtgreve said, "It was at the police union building, and anyone that belongs to the union has a key. This is where we would go."
Holtgreve also said in May she brought the allegations to the Rialto Police department because she feared for her safety after Dobbs allegedly abused and threatened her. This was after she demanded he pay her child support for a son they had in April. She said the officer was having another relationship with a secretary who is in the department. She goes on to say that Dobbs kept the relationship a secret until he found out she was pregnant. "Our agreement was I was going to have the baby , and he would support me," said Holtgreve. "He would tell his ex-wife and the secretary. When I said it was time to tell your family, that's when push came to shove, and he didn't want to pay child support."
Police Chief Kling said he immediately started the investigation after Holtgreve's allegations. "This is not representative of this department," Kling said. "We are going to hold these officers accountable if these allegations are true. And if the allegations aren't true, we are going to do everything we can to clear their names." He also said the department's investigation led to six officers who might have been involved in misconduct, but only four were place on administrative leave.
The president of the Rialto police union
told the Sun that he was unaware of any misconduct at the union hall.
"I can unequivocally tell you that I've had no knowledge of that happening at the union hall," Sgt. Richard Royce said. "That's not what the hall is for. I do not condone and my membership doesn't condone that kind of activity."
