Toronto - Meggin Farthing, 13, went missing from a group home in Ontario in December 2009. She was last seen in the Toronto area in January. Where is she now? Who is looking for her?
The OPP in Campbellford, Ontario said in a phone interview that information concerning Meggin is limited due to privacy laws. She has been in phone contact at some point with authorities but when that was is not being released. At the time of the phone contact she was thought to be safe. The constable at the unit said that the case is being investigated accordingly.
While the OPP has been in charge of the case there is no information about Meggin on their web site.
Meggin has family in the Toronto area, Constable Brian Hele of the TPD said adding that Meggin's last sighting was in the Scarborough area of Toronto on January 10. It's not known if that family is Meggin's parents.
It has been confirmed that Meggin was a resident of a group home in the Campbellford, Ontario area. The president of the group home that Meggin was with said during a phone interview that standard protocol was followed in Meggin's case. He also added that in the case of foster children the CAS decides when to issue missing person information to the media. He said that he had never met Meggin personally and had no idea about her case.
"We're always concerned about our children when they are missing."
It is known that the home serves children who are victims of sexual, physical abuse, neglect and have parents who abuse drugs or alcohol.
Constable Wendy Drummond, Toronto Police, discussed the case during a phone interview. Toronto Police have been doing everything they can to help the OPP with this case including canvassing local aboriginal agencies. They have received little information about Meggin from the OPP.
The Children's Aid Society was contacted during the course of this report. The CAS agency in the area where Meggin was placed said that they could not speak about the child.
John from Child Find said his agency has not been contacted by police concerning Meggin. He said that it is rare for foster care to contact his agency when it comes to missing children. To be listed on the web site parents or guardians of a missing child has to give permission, information and a photo of the child. That information is posted. The agency operates a toll free number 24 hours a day for sighting information. John said their success rate is 90 to 95 percent when it comes to locating children.
Meggin is 5'5", 120 lbs., brown hair, brown eyes, with two birthmarks on her left cheek.
When a child is removed from their home by CAS they become the guardian. When that guardian can't answer questions about that child's whereabouts the system is flawed. A child has been missing since December 2009. It's taken until February for the media to be informed about that missing child and given very limited information. Is she just another child that has fallen through the cracks of the foster care program?
