Despite concerns and an attempt at getting an injunction against the action by The Legal Forum for the Land of Israel, funds have been transferred.
The attempt by a group known as The Legal Forum for the Land of Israel was to stop the flow of money to Gaza without assurances the money wouldn't wind up in the hands of Hamas. The tax money which was collected on behalf of the Palestinian Authority by Israel was for the purpose of funding the civil service municipal employees.
The real concern by Legal Forum for the Land of Israel is of course the money being used by Hamas to fund weapons purchases similar to those being held by the government of Cyprus in a separate incident.
The weapons being held in that case were first identified as artillery shells plus other arms. The Cypriot flagged ship was bound from Iran to Gaza when it was stopped in the Red Sea.
The President of Cyprus Dimitris Christofias has stated neither the ship nor the arms will be returned to Iran.
The UN Security Council Sanctions Committee gave the Cypriots 'clear guidance' on the problem of whether or not the cargo was a breach of sanctions against Iran and Iran's shipments of arms to other nations.
There is no mention of a claim for Insurance against loss of cargo by Iran or Hamas in this incident. Obviously Hamas will need to find new funding for the loss of the shipment though.
