Babysitter Shot by Angry 4-year-old

Nathan Beavers, an 18-year-old male babysitter was shot by a 4-year-old with a shotgun while providing care for the child. Beavers sustained only minor injuries in the intentional shooting. The reason? The child was mad.
This past Sunday, some teens, including Nathan Beavers, were babysitting "several young children" in a mobile home in Jackson, Ohio, according to an AOL news report.
At some point, Beavers was alleged to have stepped on one of children's feet by accident, which upset the child and at that point, the 4-year-old little boy took a shotgun from a bedroom closet, loaded it and shot the caregiver.
Beavers was hospitalized for minor injuries to his arm and his side. Another teen was injured in the shooting but the extent of his injuries was not provided. The case is still under investigation. Although the shooter has not been charged, Jackson County Sheriff says that possible violations include aggravated assault against the 4-year-old and possible charges of child endangerment against the victim.
So the question here is does a 4-year-old who is capable of loading a shotgun and shooting a babysitter because he is angry give rise to some pretty intense red flags?
