CD-ROM was up for sale on the black market. Black market equates to buying stuff illegally. The contents of the CD-ROM do quality as black market material.
This disc is supposed to have the bank name along with account numbers for at least twenty-one million people. So far, the editors managed to get their hands on the CD. However, the editors are shocked that such an item exists on the black market.
Authorities are on the case. In the mean time, you may want to keep closer attention to your bank account activity. If you have an account in a German bank, your account information could be on that CD-ROM.
