Hurricane Dolly, the second Atlantic hurricane of the season is moving towards South Texas as a Category 1 hurricane and is expected to strengthen further before hitting land.
Hurricane Dolly continued its journey towards Southern Texas and is expected to make landfall by Wednesday morning. Hurricane's expected target appears to be Brownsville,Texas, but the effects of the storm will be felt along the coast as far as Houston. U.S. Census Bureau warned that up to 1.5 million people in Texas are in the path of the Hurricane Dolly.

Conditions are favorable for tornadoes in deep South Texas and the adjacent coastal waters. Dolly could dump up to 20 inches of rain and bring coastal storm surge flooding up to 6 feet above normal high tide levels

Experts are worried about the amount of rain that Dolly could dump in a short time. The storm is following a similar path as of Hurricane Beulah which had caused severe flooding in 1967. In fact, most of the damage from Hurricane Katrina was caused by Levee breaks. Levees holding back the Rio Grande river might break due to heavy rain.

The levees are not going to hold that much water. We could have a triple-decker problem here.
We believe that those (levees) will be breached if it continues on the same track. So please stay away from those levees
