It seems to require a child die to create a law to protect them. Jamiel Shaw was a star running back in his L.A. high school, he was killed just a few yards from his home. A City Ordinance is proposed.
The city of Los Angeles is now proposing a city ordinance so as to do a better job of policing the streets in relation to Illegal Immigrant gang members who commit crimes. This comes about as a response to the death of Jamiel Shaw who was slain just a few yards from his home in Los Angeles by Pedro Espinosa who was released from jail the day before the murder due to the adherence to Special Order 40 by the Los Angeles Police Dept. The newly propsed ordinance would require police to track down Illegal Immigrants who seem to be gang members. This will come as a welcome change for the L.A. citizens who have been victimized by the gangs in recent years. Special Order 40 has been in place since 1979 and was implemented by former Chief of Police Daryl Gates.
Espinosa has been arrested for murder with an inclusion of being a gang member in the commission of the crime which makes him eligible for the death penalty.
The new ordinance will come too late for Jamiel Shaw, but is being advocated for by his parents, including his mother Army Sgt Anita Shaw who returned from Iraq to bury her son.

    You are right, it is a pity that laws aren't enforced or passed in time to save a child's life.

    The real pity is the origianl intent of Special Order 40 which denies police the right to find out who is leagal and who isn't.
    Some of the reports I've seen indicate more than 75% of the LA gang bangers are illegals, eliminate that issue and the gang problems go down in a hurry.

    Sadly, it always takes someone's death to make changes in the law...so it's always, always too late for at least one person.

    I've been watching this horrible story and if this doesn't make a person sad (if not down right angry) then nothing will.
