Fake Cop Issues Ticket for Non-Existent Violation

In Fountain Colorado, a woman was pulled over and issued a ticket in the amount of $100, by a man who was claiming to be a sheriff's deputy, for a driving "violation" that does not exist.
TheDenverChannel.com reports that Lynn Monfette was pulled over by a man in a white Oldsmobile and issued a ticket for "improper conduct of a driver." A violation that does not exist. Monfette described the man as black or Hispanic with wavy dark hair and a mustache.
The ticket was supposedly $50 per block for the 2 blocks that he followed her while she was talking on her cell phone. After she pulled over, the man approached her vehicle with his hand on his weapon and requested her drivers license and proof of insurance.
Fountain police are investigating.
While I know that people generally don't know all of the traffic/driving laws on the books, I'd like to know how this man managed to get her to pull over. Especially with so many warnings floating around about not pulling over for just anyone.
