Plastic Grocery Bags my be Banned in San Francisco

San Francisco board of Supervisors is due to vote on a measure to ban plastic grocery bags, which is planned to take effect in six months.
Plastic grocery bags are blamed for the littering streets, choking wildlife and eating up fossil fuels.
They hope to be able to contribute more to recycling in banning the plastic. What will it do though? I think that if you do not recycle already, you will not start recycling just because they give you paper instead of plastic. I think both bags are useful and if people are educated more on the uses and disposal of the different bags it might be a bit more helpful. There will be a lot more paper flying around.
Will banning plastic grocery bags fix all the problems?
