Judge: Schwarzenegger's Plan to Transfer Inmates Out of California Is Illegal

Gov. Arnold Schwarzenegger's plan to transfer inmates out of state to relieve severe prison overcrowding is illegal, a state judge ruled Tuesday.
Have you ever seen the movie "Dave"? It's about this guy who takes the place of the president after he has a stroke. Dave goes into budget meetings and looks at the way the goverment is paying their bills and contractors and cleans it up so that they are only paying for what they are getting.
This is a lot like that.

Governer Schwarzenegger has a problem- over crowded jails.

Today's disappointing ruling is a threat to public safety," Schwarzenegger said in a statement. "I will not release dangerous criminals to relieve overcrowding. The transfer of inmates is imperative to relieve the pressure on our overburdened prison system."

He doesn't want to release criminals for no other reason than he doesn't have room for them so he came up with a plan.

Transfer them to facilities that have room.
Makes sence- right?

Unfortunatly the state is saying he can't do that because a state act that lets the state government step in when local governments are overwhelmed does not give the governor "extraordinary powers" to act without legislative approval.

and because the labor unions say the goverment can't outsource when they have workers capable of doing the job. Even though it's the better plan and even though California might have enough workers they don'th ave enough space for the workers to work.
